"The South Korean parliament has passed an amendment to a law on promoting the gaming industry . Based on this law, manufacturing and distributing programs that are not allowed by the game company and its Terms of Service is now directly illegal.
That would include aimbotters, hacking programs, scripters, or anything not allowed by the ToS.
The punishment? A maximum of 5 years jail time or $43,000 in fines (50 million KRW)."

The BenQ ZOWIE XL2540 is the first monitor with a 240Hz native refresh rate (no overclocking or tweaking needed).
Of course it's a TN panel, with a resolution of 1920x1080 and a diagonal of 24.5" for a 16:9 aspect ratio and 1ms GtG response time.
It also has "Shields", which are some kind of adjustable blinders that used to be cool in the late 90's offices, but we all know that real gamers have no idea what sunlight is.
There are all kinds of connectors: DVI-DL, HDMI (x2), DP (1.2) for the video, an integrated USB hub, and for audio the now-defunct headphone and microphone jacks.

You've probably heard about the Adderall drama that was started by pro CS player Kory "SEMPHIS" Friesen when he openly admitted that all the members of his team ( Cloud9) were using this stimulant drug during the ESL One Katowice tournament.
Although none of the team members have been punished, mainly because the Electronic Sports League couldn't prove they actually took amphetamines, Anna Rozwandowicz, ESL's Head of Communication, announced a program in partnership with NADA and WADA (respectively German and worldwide anti-doping agencies) to help create an anti-PED (Performance Enhancing Drugs) policy that is "fair, feasible and conclusive while also respecting the privacy of players".
The official rules and guidelines will be updated with the new measures, meanwhile the first saliva tests will randomly take place in ESL Cologne next week-end, and will be extended to all competitions organized, hosted or produced by ESL (Intel Extreme Masters, ESL One, ESEA Pro League, etc.).
As eSports continue to grow in visibility and popularity, ESL, one of the oldest and largest organization, wants to pave the way to a new integrity standard in order to protect the players and the sport as a whole. Will this become the new norm for every eSport organisation? If professionnal gamers want the same recognition as traditional sport athletes, it will certainly have to.

Tower of Guns is a splendid first-person robot-shooter with randomised elements and power ups that stack, creating weaponry and skill sets that are ludicrously powerful and ludicrously ludicrous. A work in progress build is available to those willing to pay $7.50 for a preorder and I’ve spent forty five minutes ascending the tower this morning, pinging circular saws off angled walls, trashing hordes of robots and triple jumping to safety as avalanches of chunky, cartoonish bombs threaten to crush me. Levels are stitched together from a selection of predesigned rooms, some cramped and packed with whirling dervish-bots, others requiring vertical navigation and precision aiming. It’s the Borderlands of Isaac, a roguish Quakelike delight. But you probably shouldn’t play it. Not yet.
The game’s designer, Joe Mirabello, kind of agrees with me:
Tower of Guns is the kind of game that’s more fun the more surprises there are for you. That said, if you want the “full ToG experience”, you might want to wait until the bar above reaches 70-80% complete [it's currently at 42%] or so before you try it. It’ll be more fun for you then.
It’s the kind of experience that requires variety to keep the player interested. Short bursts of play, different every time. At the moment, there’s little variation in enemy types, with the same turrets and spinning blades appearing in every other room. The bosses, some of which turn their lairs into first-person bullet hell contraptions as soon as they start their assault, are mightily impressive, but when the final opponent in any given set of rooms becomes harder to predict, the player’s skills will be more thoroughly tested.
As in Isaac, your weaponry and skills are usually discovered rather than purchased, removing decision-making from the process. You don’t choose a build, apart from an initial skill and gun, instead it’s necessary to learn the best use for whatever the game throws in your path. Flexibility and speedy reactions are the tools for survival.
The more robots you kill without taking a hit, the more chance you have of levelling up your gun, which deteriorates in power when damage is taken. Never stop moving, that’s the key.
Lewie P told me to try this while we were drinking a glass of grown-up pop and I’m glad he did. There are far worse ways to spend time and money, but holding back and waiting for a more complete version does seem sensible. That’s not to say there are problems with the current build – its stable, attractive and entertaining – but best not to burn out the excitement factor before there’s more to see. And it’s not as if there aren’t plenty of other games to play while you wait.

From Monday to Friday we have our daily FACEIT Points Cups with several Duel levels, Clan Arena 3v3 and CTF, plus a different Premium Cup on every week day!
On Saturday we have 3 Premium Cups with higher points prizes. These points can be exchanged for prizes, such as Razer gear in the FACEIT Shop.
Again, it's NOT the streamer's fault NOR Twitch's (direct) fault, it probably is your ISP not wanting to spend too much bandwidth during internet rush hours, like a lot of them already do for YouTube for example (resulting in endless buffering).
If you plan to contact your ISP, ask them to "peer" (ie, direct connect) with Twitch.
Hi.
As some of you may know, I try to stream some Quake from time to time.
Since Own3d.tv died, I'm using Twitch.tv and my channel is /nsx0r.
I've also started using hashd.tv since Twitch seems to have more and more issues recently, but the following tests were run using Twitch.
As Twitch only allows 1 stream per channel, I also have a secondary channel /nsx0r_LQ for the laggers.
The main, high quality stream is constant 3.5Mbps and the low quality is constant 1.5Mbps (btw streamers: DO NOT USE VBR FOR STREAMING. EVER.).
Anyhow, the nerd inside me wanted to try a capture card, more out of curiosity than a real need, and here is how it went.
*** HARDWARE
There are two important things for a nice stream:
1/ Computing power
2/ Internet bandwidth
At the time of writing I would qualify my computer as 'pretty good' for a 4-year-old setup, and I'm lucky enough to have my own 100/100Mbps fiber access.

- plug the card in a PCI-E slot (screw not included)
- plug the HDMI cable (included) from your graphic card to the capture card
- install the drivers
The record button looks pretty cool too, it works like a gameshow buzzer: press it and the light tells you that you are live!
Well, kind of, see below.
*** SOFTWARE
OK now we can try to stream from the PC!
Versions used:
OS = Windows 7 Ultimate x64 (all updates OK on May 3rd 2013)
Video = NVIDIA GeForce GTX570, drivers v320.00
Driver = v3.3.64.30 (2013/01/22)
Firmware = v17 (2012/09/04)
(Device = PCI\VEN_1AF2&DEV_A001&SUBSYS_A0011AF2&REV_00)
Once everything is in place, the OS should detect a new "monitor".
Chose the "duplicate" option so the cepture card will reflect exactly what's on your main screen, working as a camera.
Out of the box, you have 2 software options:
- RECentral, the proprietary tool.
- XSplit, in the form of a 3-month premium licence coupon.
Here's a quick presentation of RECentral:
Unfortunately the 'hot' button only works with RECentral, apparently you can't use it for XSplit, OBS, or anything else.
By the way, OBS does NOT support hardware encoding for now, the card can only be used for capture.
*** THE STREAM ITSELF
This card can capture or encode, but not both at the same time: it's one or the other.
And you can only encode 1 channel at a time, so bye bye secondary stream.
As I'm streaming a PC game, I only used the encoding option.
Basically that means your CPU doesn't need to encode anything and thus the workload will be minimal while streaming, so everything will be smoother.
Most of today's streams are 16:9 aspect ratio, and this card supports 1080p and 720p, but nothing under at this ratio.
That means it CANNOT encode a 16:9 video in 640p/560p/480p/360p/240p for people having lags in HD streams...
I tested different bitrates, and I can safely and honestly say that encoding with this card is complete SHIT.

It just looks like shit.
After many disappointing results, I did some research (that I should have done before buying the card anyway) and for many reason hardware H.264 will always look like shit, unless you use a bitrate 999x higher than with x264 library, which would result in something virtually impossible to stream with a reasonable bandwidth.
Conclusion : this card is fine if you want to capture a slow game and stream it in shit quality.
Like UNO on XBOX360 or something.
I sent the card back and got a refund, it's not a good solution for PC FPS streaming.
What I really need as a PC streamer is a x264-like hardware encoder, which doesnt exist yet as far as I know.
Looking forward to proper uses of technologies like OpenCL or NVCUVENC.
For now, CPU encoding with the x264 library is just more efficient and flexible.
