After this, if you still have some questions - ask me at irc, ill explain

in 2 words - yes, div2 is started, now you try to catch your opponents at irc/ql and play your matches at any day. 3 weeks for div2 group stage.
Read "How to find your opponent" at our site, the same place.

Specilal days, when recommended to be at irc and play your div2 matches, are every wednesday during group stage three weeks, it is 15, 22 and 29 april.
