My first guess was Afrikaans but the country's name is 'Republiek van Suid-Afrika'.
I did some research and my second guess is that 'ZA' comes from 'Zuid-Afrikaansche Republiek' ('South African Republic' also known as 'Transvaal Republic') - a country that ceased to exist at the beginning of 20th century and is now a part of Republic of South Africa. So it would seem that the origin of 'ZA' comes from Dutch and not from 'their' language.
