depends a bit on the region and sometimes place you go.
In most of Germany "grosses Bier" means 0.5l, normal being usually 0,3l
In Bavaria it's often a Mass, i.e. 1l (0.85 l on the Oktoberfes. Cunts)
In Cologne, were the picture is taken, you get Kölsch a type of beerm which is usually served in the glasses seen above. So my guess would be they simply ignored/din't hear the "big" and brought their standrad beer.
From time to time you will find places that ofter beers/glasses that are untypical for the region, so it can happen that you get a Mass in Hamburg, and so on. Usually is writton on a menu or sign or so.
pft, complicated .. here, 'beer' gets you 0,5l (rarely 0,4l when its some special beer or retarded wannabe restaurant) and 'small beer' 0,3l everywhere :p
