Imo first you need a comfortable crosshair.
Try to shoot when you really think it's gonna hit; patience is key. It's also important to get the feel of the rocket's speed. Try to visualize trajectories, since it's not a hitscan weapon. With enough practice, it will be second nature.
For a nice bounce, you have to aim slightly below the legs or at the "heel" area. Don't forget that many times, hitting a good spot on the wall / ceiling / floor can produce nice splash damage. With properly placed rockets you can force your enemy to be in very unfavorable positions - you should use these instances to your advantage; he's / she's almost bare naked when he / she bounces around (in a directed manner) helplessly.
Learn the spots on every map, where can you expect nice spam damage. When you spam, don't just press +attack in every direction, make it so that every shot have a purpose.
A *.cfg that provides sufficient depth perception can also help a bit so as cg_playerLean 1 since it will be easier to visualize the forementioned trajectories.
Learn and think about what are those situations and ranges where you have an advantage with rl - use the weapon, when it's appropriate. Let it be a fine tool of destruction, not the only gun of a +forward rocket monkey. : D
What I did back then when I didn't have internetz is just loaded up dm17 with a nightmare bot (Anarki / Sorlag most of the time) and tried to hit as many air- and long range rockets as possible. Your rl aim will improve with time, just don't expect instant success. Practice, practice, practice.
You think this is a joke? on dm6 I RJd on steam noob's head during pub tdm. He was camping the RA and standing motionless. I was standing on his head for like 30 seconds or more, railing his pal who was popping in and out from RL bridge and that idiot was just standing below me. He wasn't afk btw, he was spamming nades into the LG room below. There u go.
Getting good aim with RL is not difficult given how the splash is huge.
But getting good DIRECT HITS is another matter. Thats where the skill goes. Especially with air rox on fast moving air movement-controlling opponent.
Try to get a feeling of RL, that is you must know the DPS speed of a rocket and then overaim for it to arrive ontarget when it gets there. You must feel it. It cannot be explained, it must be experienced and learned.
Play lots of RL-only servers with inf RL ammo to geta feeling.
Training RL with bots is useless. Bots are predictable especially in air whereas humans are not. Also human players make very specific and repetitive patterns so when you actually learn them you will get a lot of frags by sending a "blind" rocket into a spot where the guy is supposed to move/pop out.

You have to see it in your mind and after a while you will put the rocket where it should be automatically
Time every rocket you shoot. Don't look directly in the direction of your opponent. When doing the latter it's harder for your opponent to calculate where your next rocket is going to land, making it harder for him to calculate the next location he's going to dodge to. Watch closely how good RL players shoot their rockets (Cooller, Yrx, Liliq) they all use this time-calculate & flick aim method. Took me 600 1v1 ca's to get good at this way of aiming.
And also; don't forget that being good with rockets is also using your surroundings and movement to the best efficiency. When combining the above with good and unpredictive movement you totally confuse your opponent in a direct 1v1 RL fight. Use movement + strafe keys to the max and only use your mouse at the last few milliseconds before aiming and shooting.
Visualize ahead in time and trust it 100% and mean it, I promise you are doing way too small predicts if you havent focused on it before. Practise predicting extremes.
