I got 50+ (according to scoreboard, which lies sometimes) to german servers and have got fastpath. So you shouldn't complain about 15+ ping : -)

ase pings with smaller packages than ET, Q3 etc. faik

cg_drawping 1/2 and there you go ! Normally it will match ASE's ping and be very close to a precise commandline ping (excluding win2k). Of course the scoreboard will continue telling you lies, mostly. So check lagometer height.
