I'm no expert, but I think he used a really high r_picmip (and r_nomip 0) and then used a video effect like "neon edges".

But mostly the trick was in video editor + video effects/filters. You can't get Q3 to look like this in real-time.

If anything I would say the opposite.

So I would say +5 picmip and some photshop filter, or something that's bundled with his video package.

Well, it works either way because the definition of a high picmip can be.....

A high detail picmip = 1 (a low number-high detail map)
but a low detail picmip = 5 + (a high number=low detail map)

When talking about configs it is numbers which define things not words.

When he said a higher picmip (he did not specify a number), but he did for the mipmap value, which is why there was room for error.
You simply choose to interpret it that way, but what I said is just as right as he wrong.
