it depends on the uploader... whenever someone uploads something to youtube, the site automatically compresses the uploaded video which is their "standard quality". the "watch in high quality" option you see on some videos lets you view them the way they were uploaded (iirc). if the uploaded video itself was already of bad quality, it will look shitty.
