It is. Nomip doesn't give you higher advantage than disabling muzzleflash. I actually think that playing with no muzzleflash is much more of an advantage than playing with picmipped weapons. You can't see SHIT whit muzzleflash on.
But lets forget those two examples. I was just trying to point out that we have been given alot of comptettetive cvars that makes us able to customize the game already (such as the mentioned, altlightning, deadbodydarken, and many more). I can't see why we can't have nomip aswell.

I did and I still don't get how changing a lightning beam style has anything to do with game developers not wanting to have to make their game look like shit if you want have an edge over your opponents.

Removing smoke, removing muzzleflash, forcemodel+brightskin, possibility to change leveltimedirection are all very benefitting options that the noob doesn't know of. I don't think that nomip is any different.
The thing you don't get is that you _MUST_ make the game look like shit to have an advantage and with the other cvars you don't, but go ahead and avoid my argument I already know you do because you can't prove it wrong but you will start talking about how noobs don't know shit.

the problem with nomip is that you'd almost be forced to play with high picmip for an even playing field.
Not unlocking the nomip cvar to create a level playing field was the point I was trying to make all along and while I do agree with you that a lot of cvars should be locked in order to provide an even playing field, I think that CPL's approach was likely the best i.e. only allowing to make your config with the menu.
This rule combined with q4max' option to save your "menuconfigs" as profiles would even be great for noobs to try out pro settings which could be shared via the qlive site.
On a side note, you could take the idea of creating a level playing field even further with playing the console versions of games, especially in these days where you can just update games like their pc counterparts and every console has it's usb ports for mouse/keyboard. Imagine how a free game like qlive on a console could grow the community and interest in esports if you'd include GTV with shoutcast and stuff.
The game in a browser concept hast so much potential....sigh :/
I don't say this is how I want it but that this is how it should be for competitions.
This happens to a lot of sports, just look at how the FINA's rules have changed over the past couple of decades for swimming competitions.
Just to give you a few examples:
-you're not allowed to be underwater for more than 15 meters (it was boring as shit for spectators if some guys were underwater for like 45 meters)
-disqualifying on the first false start (making a skill out of reacting to the start signal rather than taking a chance and timing the signal out of feel + too many false starts could be a problem for TV station's schedules and thus the viewers)
-not allowing full body swimsuits for 2010 (a. stopping the world record flood caused by the swimsuits and b. creating a level playing field among teams with different sponsors (the new Adidas swimsuit is considered the best at the moment but the only team that is Adidas sponsored are the Germans, and some eastern European teams even have to use Diana swimsuits which are shit))
so there should be less commands for tweaking, so spectators have more fun watching it?

No, the rant about swim stuff was mainly to show that changes just have to happen in sports and that competitors will have to adapt, much like the hitbox/lg changes quake had recently or ten minute matches which imo is a good thing for spectators because of less garbage time.
Restricting certain options is much more to create equal conditions for everyone, sure you could argue that we have that already.
Allowing to make your config from menus only has already been done in multiple games and allows for a higher degree of transperency for spectators/fans/players.
We already had situations where this would've helped for example ESWC in q4 which has been the only major tournament back then that allowed user modified configs. Some people said this was the only reason winz or cypher did that well because they used a cvar that was causing clipping errors and sometimes allowed them to see their opponents through walls (which is something I have already experienced in qlive although only at one doorway on dm6).
edit: And what about the whole xerp stuff, this never would've happened if you weren't allowed to modify your config file or use the console.
