ctf_war_baby and gametype ctf are not compatible
you have to unpack it and add the gametype to the map def . map_ctf_war_baby/def/ctf_war_baby.def

maps that use addon.conf instead all the settings in the mapdef.def wont work either so you have to delete those/that
