As I am not able to see 90% of the gdata and zotac competitions because laggy streams, and as stream admins and IRC admins said to those people complainig about the laggy streams that it is their ISP, I started some traceroute low quality investigations (acording to my knowledge), and it gave me these results:
My Resource Monitor data, section Network:

-starting the stream on holysh1t

2) 8.5.250.141 from which receive 45,941 B/sec, send 0 B/sec and it contains most of the data, so I assume the stream data, wheter its source address or intermediate one, it comes the farther from here
