Well, those values are assuming the screen isn't too old. For example, few years ago, I bought an old iiyama vision master 514 and it wouldn't go anywhere near the announced values.
I'd recommand you to play at least with 127 hz to keep your monitor rate over your framerate (better feeling). Why 127 and not 125 ? You should get a lot of tearing @ 125 hz. Well anyway if I were you I would still play @800*600 because of the nicer mouse feeling that it provides. (Can't really explain why, or only with assumptions and i'm pretty sure i'm wrong)
