There is no program, what you need is a duck-tape and some scissors.

You take two long sheets of duck-tape place them at the sides of a monitor, then take scissors and with maximum force smash them straight into your face, then you remove the duck-tape and everything should be "boaders" for you.

as stupid as it may sound, that's actually the only way to play ql in 4/3 on a widescreen panel without fucking up with scaling and shit.
Never managed to get the custom res ( 1440*1080 ) I used in q3, ql is stuck on the left with xp leaking on the right 1/3rd of the screen.

it's a built-in function, you can find it in the monitor's menu.

i have it in lcd but it work only from 800x600 to 1200xblabla

i play promod 1O24 and halflife 64O and i cant play halflife 800x600 or 1O24

some scaling options are only available with digital input (DVI). At least thats the case with ATI

i have 9600 gt latest drivers and Nvidia scaling work only for desktop when i play halflife 1 640x480 game is fullscreen so its not fixed ratio

Why don't you just man up and play wide screen. It's actually really nice, especially for half-life 1-2.

Or you can just do what was mentioned above in the nvidia control panel, that works PERFECT.
