Because it is much more easy to:

1. Go trough a registration on a website and activate your account
2. Download a what 4mb (?) file, install it and update it during 10 minutes or less
3. start a practice match, configure all the important stuff trough the menu
4. Go online and frag
5. See some nice Stats and Achivements after some hours of pub play

Where as for Q3A (OSP) you need:

1. Buy the game for 10€ (or a bit less) trough ebay/amazon/steam (is it on steam allready?)
2. Wait for the packet during 2-5 days
3. Unpack and install the game
4. Browse several sites and download patches
5. Get into the game and configure the basic stuff trough menues
6. Read 10+ websites to learn what a console is and how to use it
7. Set up the important stuff trough the console or a text-editor
8. Find a good HUD
9. Find OSP, install it, configure the new osp-specific commands
10. Find, download and install all important maps
11. Find the small community that is left there and get in touch with it (here insert steps to get IRC working)
12. Find decent servers (external serverbrowser intallation here)
13. Arrange some games or find a populated server
14. Frag some Keels

You see ~5 steps are better than ~14. U get the idea?
