my isp is kabel deutschland but i dont know more (until i can ask my roommate), maybe they can do something for me, will try to call them

it's cable, same thing that happened to the infamous benelux cable warpers... your isp probably sold too many contracts with too little bandwith :*

Oh that's pretty bad then. Troubleshooting with ADSL is not easy, but it is possible. With cable that's a different story: Cable segmentation is a serious problem with Kabel Deutschland, meaning that too many users are connected to the same node, hence share a limited amount of frequencies for combined data transmission. Just read a little in the unofficial Kabel Deutschland forum, it seems like segmentation and the resulting shitty lines are a problem in Hanover.
