If you do, make sure you physically stop (use a finger) the blades of the fan from moving when you blow/suck the fan clean.

Its either filthy or the bearings are bad. Either way, try cleaning it out with compressed are (hold the fan still like McFly said). If that doesn't work, pull the whole shroud and fan assembly off and clean everything out by hand. If that still doesn't work, just buy an aftermarket gpu cooler to replace it. If its a really old card it might just make more sense to replace it with something newer though.

You stop expecting dust and nicotine to have feelings and compassion for your computer, open up the case twice a year and clean each fucking fan with a soft brush, even the one in the psu. Just be nice and gentle with the brush -unless that post is a cryptic message about the squealing bed of jamerio's mom : please don't share more details -

While cleaning it you can lift the sticker and putting some oil in it. If that doesnt work, buy a new one.

Chances of that with any recent platform are miniscule.

not really, if the bearing are gone in the fans rotor, it can live 10 years or a week, before friction and wear slows the fan down too much and cpu doesnt get enough cooling, in a hot country it can kill your cpu, in briton your pc will just shutdown and maybe catch the cpu death before it happens

new fans are only a few $/£, might aswell buy a new fan every 4 or 5 months

pure electric motor fans wear out too and slow down, but cost $/£4 more

Most processors and GPUs have built-in thermal protection that will shut it off before it gets too hot to damage the components. So really the only way this would happen is the extremely unlikely event that the thermal sensor breaks.

or your cpu already run around 68c, it might be unlikely, but in a hot country the chance is still there

My CPU idle temperature is usually 35-40 *C, and load temps are usually below 50 *C.

My GPU rarely exceeds 70 *C.

Yea the temp might increase but like the other guy said, modern cpu´s/gpus have ovearheatprotection. Not saying new fan is better though.

Assuming its not just a heavy clump of dust causing the fan to be imbalanced, its probably dying like p0rt said.

GPU coolers are pretty cheap if you're confident enough to replace it (not difficult).
