clanforge control panel sucks, all of you uploads go into a central db for the game or mod, you cannot have personnal maps on your server, it has no real ftp
once you mod is working, you are better off using inx, with full ftp to your server with a real ftp client
they just need a cfg/ini editor on control panel, and forge maxplayer cvars
while multiplay get blown away with new si cvars of q43a, they can add proper ftp
