actually it was FoodMatters and some other dude who was also using a bot. dunno why but at that specific moment the whole thing disturbed me a lot. maybe i didnt like the idea of two cheaters getting a lulz of duelling and making it a public thing. now it doesnt bother me but i did sent the demos to support that night, lets see what the answer will be :p
Ha, I lost a FFA game to this FoodMatters sunday. Didn't feel he was cheating though. He did get more than 80% rail, but overall he had like 40 acc (retribution). 80% rail is exceptional but not impossible. Other cheaters I've encountered were rolling on 97% LG.

Cheating is a matter of community perception. As long as people accept a tweak or the use of an external program, then it is no longer a cheat, but just a different game.
ex: we all tweak the graphics to enhance visibility. I remember people external to the main community calling that a cheat.
Maybe one day we will have a sub-community of people playing with auto-timers, wh, autoaim etc on, with their own rules on what is legit or not. Just call that with the proper name, and everybody should be fine.
In TFC having any kind of clock on your screen was considered a cheat. Many people would mod their games (.mdl files, a cheap mans brightskin [or a dedicated man's brightskin], sound files to amplify footsteps, elevator noises, etc).
I had a good friend of mine ask me what Quake was, so I showed him. He commented that the keel and the picmip seemed cheaterish, ("an unfair advantage over others?") but I explained to him everyone could do this. But most people see anything outside the default look of the game as an unfair advantage, so to that end I see Memento's point.
We should all play quake with the highest graphics settings, imo, and no brightskins.
thats exactly what i DO. full graphics, post processing etc... even full weapon effects... so like plasma gun is completely blinding haha. rocket smoke etc...
well i ran into some guys who i thought they cheated. but it´s not about them really, i mean if you have the right attitude, play them, do your best, say gg and hope there will be anti cheat some day.
if i´ts obvious aimbot, report obviously.
i wondered actually if you can gain any skill or training effects from using wallhack.
but i believe when i play vs someone with wallhack, the training effect for me is bigger than for him.
I'm not saying people should play with wallhacks or aimbots. I just think it would be interesting to see what would happen in a competition where everybody had some sort of hack enabled by default. I don't mean to replace normal quake gameplay.
Configuration is very clearly defined in my mind as a non-cheat. Wallhack and Aimbots / autoshoots are 3rd party programs. Its a big difference really.
That makes perfectly sense as you are part of the main community, whose rules are exactly what you said.
Would that prevent a group of freaks to make a separate community where aimbotting is standard? No, if they want to play with their rules and among themselves, let them do. Would this version still be quake as our community means it? no, it's a different game.
Now the two guys here are still cheaters and should be dealt accordingly (if you play ql, you must follow the main community rules), but I hope my point is more clear.
Your point is clear but still you miss one important reason for cheating: getting appreciation by your teammates, quake buddies or even the whole community for your skillz
You wont get that in a community where cheating is allowed (only for the bot coders maybe) so creating a new game and "just call that with the proper name, and everybody should be fine" wont work. At least not in a sense that it would be in any way comperable to a competitive fps shooter, rather it would be more like robocode.
Also btw, regarding the last comment in your post, cheaters cheat because it gives them a deceptive advantage, they wouldn't care to do it if it was allowed.
