There isn't an English version of the new site. It's possible to translate some of it with Chrome, so probably possible to buy it still.

According to this, they don't ship outside of Japan currently/yet.

Anyone know if it's possible to order the Artisan Hien Soft Red Large and have it shipped to the United Kingdom (England) through a third party resell website such as Amazon/Play/Overclockers.co.uk.

If it's not possible, then does anyone know of any mousepads much like the Artisan Hien Large that are the same, if not very close to the same size, has a fast silky texture so that it's quick, and isn't a SteelSeries QcK+. I've got a QcK+ and it's greased to fuck right now and rather than washing it so many times hoping for it to get better, I've decided to invest in a new mousemat. Looking at the Puretrak Talent, Artisan Hein large and the Razer Goliathus speed edition. However recently I've been using my SteelSeries 4HD and I've been enjoying it, so the mousepad I am looking for does not have to be soft, but fast and under £25 as well as the same size of a QcK+/Goliathus Large/Hien Large (LARGE IN GENERAL KK).

You can, if you can find stock of it. I'm in England and I got mine from the official site, but it was the old site, not the new one :x (If I was you I'd try to work out how to buy from the new official site, with a translator)

Only way at the moment is to purchase directly from the site using a Japanese proxy service. Can be quite expensive so I'd suggest waiting for a supposed restocking of Artisan inventory on Amazon or something.

By the way, the HEIN is not silky smooth - you will feel minute ridges on the surface as you swipe your mouse.
