it sounds like u try to bypass an IP ban

If your ip is static all you can do is either use proxies or ask your isp to rotate it.

you most likely have a static (you'd need to leave your modem unplugged for days to get a new one, which isn't even likely anyways), your ISP can change it but expect them to need a valid reason for it (depends on the ISP).

if it is for daily browsing u can use Tor Browser to bypass the IP check, but it also depends on the complexity of the code of the visited page I guess -couldn't fool American servers to allow me to watch CBS and Co. tv programs from Europe

in some certain situations if your IP is static you should use an IP scanner (like netscan) and search in a range around your IP to see what IP is available to avoid IP conflicts when you reallocate
then just change your IP in Network Connections&etc
