DSL is good? Depends what ur ping is, obviously. Check ur internet settings and make sure they're DSL-friendly:
/rate "15000" (or higher)
/cl_maxpackets "60" (or higher)
/snaps "30" (or higher)
/cl_packetdup "0" (if you have no packetloss issues)

Timenudge helps (cl_timenudge) which can be set around -20.

To get rid of the wet-noodle effect use truelightning (cg_truelightning) between 0 and 1 - 1 being no wetnoodle and 0 being wet noodle! This doesnt get rid of lag however, it just changes how you SEE the lightning, not where it actually hits.
