Ping jumps from 30-115 on almost all the servers near me. Doesnt happen all the time, but its happening more and more often. chicago, indiana, ashburn, all seem to do this, some worse than others. Here is a really boring video of it doing it.

Also, tried neighbors internet, same thing. 2 computers and both are hard wired. Tried taking out hub and going direct to dsl modem but same thing. Any ideas of why? Ive seen a few threads and people i talked to said its the routing, but it seems to me a routing problem would involve taking too long of a path to the server. This seems to me like packet loss from a bad connection along the line or an overloaded network. Help me understand why people are calling it a routing issue.
