That should be the fluid inside the capacitor.

it's rtv silicone (if u refer to photos 13-15), it's used for fastening components to the pcb [product datasheet, application].

if an electrolytic (radial, yellow ones in anhedonined's photos) cap dies, you can notice it since it would be slightly inflated and the top cross would leak a yellowish goo as in here

sure, no prob.
rtv silicone is used for fastening caps (or, generally, THD components) to something "solid".
this is done since:
- components may physically resonate (e.g. like a diapason) due to power circuit waveforms and, thus, they may need something solid to stick to and to damp microvibrations.
- power components may be heavy and, thus, they may create mechanical strain on their leads.
- it adds robustness with respect to shocks (e.g. headshot/bitchslap rage on monitor).
- it increases electrical insulation in components such as isolation transformer.

regarding caps goo:
electrolytic caps are called like that since they are made of a sort of sponge filled with a highly ionized solution which helps the migration of charges.
that's why their most common failure effect looks like alkaline batteries faliure - acid leaking: at a first stage you can see cap gets fat, then it starts cumming fluid from its top / bottom.

regarding your monitor, I saw a power mosfet burned, but it's not clear which part the circuit it belongs to (LED PWM regulation?). it could just be the transistor which overheated and failed (bad wave soldering?) or maybe a voltage spike due to a broken cap ...

Probably a good decision - 2233RZ may be hard to get nowadays and newgen panels have less input lag (2233 = 15ms / 2411T = 8 ms).
