I have GDDR3 xfx radeon 5450 and instead of running at 1066mhz memory clock speed it is running at 533mhz memory clock speed. Anyone know why this is happening?

Have you tried looking at this while actually running a 3D anything? Pretty much every card these days will scale the clock rates based on usage. It's a power saving feature.
Also the newegg page says the max memory clock rate for that is 800mhz but I could be looking at the wrong one.
If you want to disable the power saving feature, you can download MSI Afterburner and edit the MSIAfterburner.cfg file in the folder. In the cfg file, go to "UnofficialOverclockingMode" put it to 2.
