I can't find where the rules are anymore, but as much as i figured, i should have 4 available tournament participations each month, right?

I thought it was a bug that i wasn't able to apply for any on June 1st, so i thought after enough people complained, they'd fix it. But now it's June 4th and i still can't apply for any. Did i just misunderstand the rules or is it a bug?
