@Qun emitted the possibility that the growing number of people experiencing lag on Twitch might be due to ISP bandwidth throttling.
@TwitchSupport decided to collect infos to see if this is true, feel free to contribute in this simple form :
Again, it's NOT the streamer's fault NOR Twitch's (direct) fault, it probably is your ISP not wanting to spend too much bandwidth during internet rush hours, like a lot of them already do for YouTube for example (resulting in endless buffering).
If you plan to contact your ISP, ask them to "peer" (ie, direct connect) with Twitch.
