It's a matter of 3 clicks in mBank. In other banks, matter of a single phone call at most.
Unless you're living in The Netherlands. Dutch banks don't issue online-enabled cards on purpose, what is their antitrust office doing, if they even have one?
ye i had the issue in december and it's long gone, but at the time I was scratching my head cause the card seemed to work fine for everything else, but for ql? no good

They tend to give them to young, or poor people.

Basically the users of them are seen as a riskier than traditional account holders of regular cash cards that are current accounts.
Some online payments see them as higher risk, and reject, or require further authentication, so some people avoid the hassle and just decline them all together under the assumption that you will come back with a different card. I.e. you ask your dad!
You'll probably know what you got if you have an overdraft, you should not have any credit facilities on such a card if its the second rate one I mentioned. Current Account holders are usually able to get overdrafts.
So if you have the latter and it no work, then I don't know.
