Ye, but this shot has random aspects to it. It is more luck than skill. Imagine doing it with MG. Once you aim correctly it's pure randomness whether you hit or not.
I disagree with the randomness part I think its the nonchalantness and unexpectedness of it that makes those type of kills in CS seem skillfull/amusing. Generally in CS there's some sort of attack(flashbangs everywhere) or confrontation before the kill, where as here it just "o hey, shot dead".
I would equate it in quake to likings of seeing your opponent in the distance shooting a stray rocket and hearing the hit beep 5 seconds later (hitting him square in the face and killing them).
The funny thing about this quote is that many people understand it as him saying the game is completely random, when that's not what he's saying at all. The reason the shots don't necessarily hit the center of the crosshair is recoil, which is far from completely random. Recoil control is, in fact, a skill that takes quite a long time to master (and it works differently for each weapon).
Is the recoil system in CS:GO, the same or similar as in CS1.6? As far as I know/remember, each weapon had a specific recoil 'path' or pattern that has some random spread on top of it?
I have not tried CS:GO, so I don't know the specifics of its recoil system :) There is one, but I don't know how it compares to 1.6 (and your memory's basically correct).
I don't know about cs:go but 1.6's deagle did hit wherever you aimed at as long as two conditions were satisfied:
1. You weren't moving. (although I always got the feeling that firing the deagle while moving diagonally was more stable than while moving sideways only... yes the game is fucking random so who knows)
2. You fired it from a zero recoil threshold. (meaning that it either was your first shot, or you waited for the crosshair to calm the fuck down completely before firing it again)
Any UT player with the Lightining Gun would be more accurate, since it was a headshot.
Except for the Deagle to be accurate your move speed must be 0,0,0, so you have to counter-strafe quickly enough and hit the AWPers head before he can simply click his aim that's already zoomed and waiting for you to pop in.
But we can pretend a Deagle is a Railgun and doesn't need headshot to kill the enemy with one hit, and all you have to do is point at the target and click, if only for comparison:
