I don't think, that you have to actually download it in order to keep it. It was the same with L4D a couple of months ago and you had to click "install" on the games store page to have it added to your account.

FYI.
If you will get RO2 for free you will also receive access to RS, but you will not be able to 'level up' in RS, and the only class for RS will be Rifleman.

During weekend there will be 75% discount for RS, after buying it you will have access to full RO2 and RS.

btw. buying only RS (not getting RO2 for free) will give you access to full multiplayer, but not for RO2 SP.
