check for older high end gfx cards for cheap price, latest generation low end won't give you much performance increase from no gfx card at all.

for q3e/ql most important statistic is probably gpu memory bus bandwidth.

that geforce 620 has 64-bit memory bus @ 400mhz.. i would look for something with 256-bit or higher. for around the same price you could get an older high end card, maybe refurbished but still worth it.

in 2008 there was 512-bit @ 1000 mhz, seen online for $57 refurbished.

The CPU is more than enough for modern generation games, and has lots of O/C potential;
The CPU Cooler, although not the best, is one of the best bang for buck air coolers, which should get you a safe +400mhz O/C bump;
The MB is a solid budget price MB, I would suggest maybe spending a bit more here and getting an MB which supports 990FX chipset, this will let you take advantage of the the FX-8350 down the line. Keep in mind that the AM3+ socket is pretty much dead, and will not see any updates;
8 GB RAM is highly recommended, no real world performance difference @1600 vs 1866;
1TB HDD good for you budget needs;
The PSU is the most critical aspect of any build, this is a solid PSU that is fully modular and gives you approximately 300 Watt overhead;
The case is big, has lots of features, and provides good air flow;
The GPU is one of the best budget GPU's available, and has ridiculously low power draw.

The only thing I omitted, and I think it would be worth buy is a 200mm MegaFlow intake fan, they move a lot of air, and are almost silent.

This system would easily run Quake at 500 fps... I have a similar build, although I have a beefier MB, GFX Card, and PSU, and I get 200fps in CS:GO.

EDIT: Keep in mind the Intel chip you want costs $200 CAD, the system I posted is $700 CAD, and unless you already have the other components (PSU, Case, HDD, etc..) you will have to buy them anyway ;P

125 is good, 200 would be perfect as I've heard max_fps is now capped to 250 and I own a 200hz crt monitor :V

on a i3 notebook with 4gb ram and some terrible intel gfx chipset - i get 125fps stable, on all maps, with some tweaks.

that should give you an indication of your capabilities. i would say easy 250.

Well, I dunno, then. Have you cleared your PC of all bloatware, turned off anti-virus, closed all app, etc.? Have you looked at task manager processes to see what's eating up your CPU? Check also the BIOS if you have Speedstep turned on or something.

my drivers are up-to-date and i always make sure that all apps are closed when i run QL, i should get stable 250 fps with no problem but seems like i can't get a stable fps :/ and it happens with QL only :(

Have you disabled Bloom, etc? I don't know why you're getting them drops - either, you have a very messy(toolbars,etc) pc or your ram is failing you.

That depends on the PC maker. I'd go to the support section of the manufacturer's site, search for your specific model and just follow their instructions. Usually it's pretty straightforward, takes a few reboots, but it's mostly an automated process.

Still not convinced about these APU's, they are great if you're building a PC for you grand parents, or young children, but in the budget PC market it's still doesn't offer the sort of price/performance ratio you'd expect. An i3/FX-6300+Budget GPU will blow these things out of the water at the same price point.

now, fx-6300 is not a budget cpu by any stretch imo :/ you should compare with intel pentium G or what they call the low end today(still celeron?) not to mid-range cpu's
