Because you are a new user. After 10 posts you become a regular user and you can send iMsg. That's a way to prevent spam

can i ask why people on probation cant use imsgs? its kinda annoying because so many people msgs me everyday asking how to be such an awesome person and troll master.

You have to earn the right to be a dick, you can't just jump onto a website and give it large or you get banned and probated and its a slippery slope to recover, start off nice then become a complete c**t.
