Do you play with /+acc on ?

This happens a lot if you have scoreboard or accuracy on at the same time.

Generally there is flood protection when playing online that gets triggered by commands as well as text, they're not strictly flood protected separately sadly.

+acc wasn't designed to be triggered in the console and left up indefinitely, this really fills up the command queue or something making it highly unlikely for any text to get through.
