So I am able to stream at 1080 res 60 fps without a problem. I don't even drop a single frame at 250 com_maxfps and picmip 8-16
(woot, ok now the whining)
However if I try to put my picmip to 0 (for the "standard" in stream configurations) I get a ton of pixelation on the stream. Unless of course I jack up my bitrate to 10k .... but that is just silly, creates other problems, and I know other streamers don't do that. Now to clarify the stream doesn't lag at picmip 0, but the pixelation that is created (i assume by the fast motion + more visuals) makes the video very unpleasant.
Now I realize I should be happy with the fact I can run a 1080 res 60 fps stream period. My OCD over this OBS is driving me nuts though. Anyone have any tips or tweaks I might not be aware of so I can get a proper picmip 0 stream. Or is this simply coming down to the fact that I am not a twitch partner and therefore cannot get that lovely "source" quality. I wouldn't really understand why it would be the later since even the recorded video on my PC is pixelated if i run "acceptable" bitrates of 3500 or less.

EDIT:Okay so follow up question.
How can I keep the sound playing for QuakeLive when I don't have the window focused.
Example: I'm streaming, and i need to check something on another monitor... but if i click off of QuakeLive the sound on stream is lost.
I know there is a fix for this but my google skills are unable to find it. Anyone? s_MuteWhenUnfocused is only for q3/wolfcam ... I assume I have to do more than just adding a cvar, but what is this magical fix? >_>
