My client says QL is offline (no steam client).

Location : Paris, dunno if that's relevant. I see USA streams so i guess they have no issues there.

I am in SC of USA, and my client also shows Server Status as "Quake Live Offline", and PLAY button is grayed out. I've sent in a trouble ticket to Support. Hopefully they fix it soon. A number of other players have also posted this issue on QL's dedicated forum...
