For Cypher there are multiple cfgs in the zip and it's not clear which is actually in use.
from repconfig though he's on fov 93 still, the last sensitivity used is 2.485, 0.018 yaw, so
51.1066398390342 cm /360 base before acceleration if 400 cpi,
he's using cl_mouseAccel ".01"
I never caught up on if people finally decided the wmo was 400 or 450 (edit going with lorfa saying 400)
Cooller fov 90, 0.016 yaw 0.85 sens, and heartless seems to think he's using a zowie ec2 evo cl, they can do 450, 1,150, 2,300 DPI
Interestingly I just noticed he uses cg_weaponconfig_pl to bump fov up to 100 just for that.
People have been saying Cypher uses Salmosa after his WMO died or whatever. It is 800/1800dpi switchable, so if he used it at 800 dpi the sens seems like something he could use.
Well at 800 that gives him
25.5533199195171 cm that's closer to the ~30cm he seems to have been using before, but that 4.5cm difference would be quite noticeable.
If Cypher deliberately packed several cfgs to confuse people there's every chance he executed random ones as he went along so that repconfig was wrong too.

he doesn't have accel in his cfg, and apparently he's said he doesn't use it.
All I have to go on about his mouse is this thread from 2012 - http://www.esreality.com/post/2350094/evils-mouse-cfg/ saying he's using kinzu v1 which has some positive accel in the sensor.
Same thread claims that 400cpi set on that mouse is actually closer to 560 ..
So, assuming default yaw as that also isn't in the cfg (no repconfig included so accel/yaw could still be set at runtime)
400 cpi = 43.2954545454545 cm
560 cpi = 30.9253246753247 cm
You don't compare accelerated sensitivity because you don't have any way of knowing at what speed the player is moving their mouse.
All you can do is take the base sensitivity which you can convert into cm/360 if you know their cpi so it's meaningful to people without having to work that out themselves,
Then if they are using accel give that value, but anyone trying to copy their setup then does still need to know their cpi as accel is still cpi dependant.

Someone suggested it to me for some reason ages ago, I only needed to run it once, wouldn't have remembered but I still had the download.
Although it's a bit ugly, you can test dpi with this, just use a ruler and confine the motion to a straight line. The timer resets after 300 ms of inactivity.
By latency do you mean click latency? No idea on that. I was under the impression that that could only be tested with modified hardware.
Yeah, I'd call that pretty standard too. Mouse settings aren't an exact science, and I like to remind people that you'll probably never get the exact same feel as another player when you use their config.
Did anyone actually see Cypher playing at Quakecon? As in - saw him playing in person? Would be interested to know which config he used from those in his file.
It's because, since the standalone wiindowed mode does some auto-adjusting in various circumstances. If you move the window around sometimes its size will change a small bit, and windowedmode will be changed to -1, with odd windowedHeight and windowedWidth numbers.
I don't think customaspect is a cvar anymore, was probably just made with seta.
