Keep your 3rd gen i5. Get a 980ti and a 144hz IPS g sync monitor. That will blow your budget. But should give an awesome experience. If you have money left add more memory or an ssd :)

Skylake is your best option for gaming really, you'll get the most FPS ahead of the 4790k. Some people will tell you that the X99 chipset is more 'future proof', but by the time it's actually 'future proof' and thus games actually take advantage of all the additional cores the 5820k and 5930k offer... you'll likely want to upgrade again (maybe).

That said, X99 does cover more bases - particularly useful as a streamer / video editor. Plus the upcoming Broadwell-E in Q1 2016 should support current X99 motherboards through a Bios Update which is nice. I suppose it is 'technically' the safer purchase in the long run? However, I'm planning to wait for Broadwell-E or Skylake-E and their respective motherboards, with all the fuss around USB-C and PCI-E lanes bla bla. My overclocked i7 3770k at 4.5GHz outperforms the i7 5820k at 4.4Ghz system that I reviewed recently i.e. most of your money should be put into the graphics card.

TL;DR, anything after the 3770k (4790k, 5820k & 6700k) offers negligible improvement. Had your 3570k not been a laptop, you wouldn't need to upgrade anything but your graphics card. :(

As for your current PCPartPicker list...

I would go for the Samsung 850 Pro over the Samsung 850 EVO if it's for your primary OS - they are much better over time. If you can stretch the budget the new Samsung 950 Pro NVMe drive looks great and performance should be amazing, but who knows what it will actually be like.

The problem with intel today is that with every TOC (CPU shrink, better optimisation of the current gen TIC) you have to change motherboard which was not the case before...

i5 4690k is the best for the price you can get. The current die shrink is bad (i5 6600k, i7 6700k). All you need is to OC it to 4.3GHz.

CPU -> Intel, faster the better - for the long run. In this price range, i7 for sure.
cooler -> Silentmaxx and Noctua is the king, but you can be content with a Termalright module :>
MB -> I'm usually a Sapphire-fan, but I haven't found LGA1151-version yet, so let's stick with this Asus gaming board. If you consider other sockets, then Sapphire, Supermicro, Tyan or Intel preferably. Gigabyte also has a few nice boards. Or high-end DFI. :> AsRock Fatal1ty boards are also nice. (AsRock is not the piece of shit it was 10 years ago.)
RAM -> Mushkin or G.Skill preferably. Super Talent and Crucial BallistiX-series are also nice. 16 GB will be enough for a while.
ODD -> If not Blu-ray, but a DVD R/W/RW is certainly good to have. SONY, Plextor, LiteOn.
SSD -> Intel only. 240 GB would be more than enough.
HDD -> forget Seagate / Toshiba / Samsung. WD Purple or WD Red Pro series for mass storage. (Or 24/7 Hitachi 5400 rpm drives, but they are harder to get.) 1 TB is basically nothing and the price difference between 1 TB and 2 TB also doesn't encourage buying 1 TB discs anymore. So AT LEAST 2 TB. You will thank me for that later.
case -> CoolerMaster, Silverstone, Lian-Li. And ofc Silentmaxx ST11-series, but that's from Germany. This time, I went with the CM Silencio 550 for the following reasons; very discreet and classy look, sound dampening foam on the side panels, dust filter, top I/O panel, two 800rpm silent fans included - and reasonable price
PSU -> Enermax Platimax or Seasonic S12II-series are on top. Even Silentmaxx stuff, but that's relatively hard to get. FSP is there too, but at this price range, I would go with the before-mentioned brands. 600-650 W is more than enough.
soundcard -> having a decent dedicated one always pays off if you have at least a (once again) decent set of speakers and / or headphones. Better sound, less noise, less weight on CPU.

One thing you can save a lot of money on is monitor; buying a 21" high-end Trinitron / Diamondtron gives you better picture quality, much higher refresh rates (up to 200 Hz), basically 0 input lag and way better color adherence for the 1/15th of the price.
It eats more power but I guess you can live with that. Size / weight -> the desk holds it, not your shoulders.
Something like these (I figure you want as big as possible, so I'll list the 21" ones only):

If you have a relatively big desk, you can even buy 2. Extended desktop is really a cool thing and you are still at £20-60 total.

Or just stick with one and the ~£170 difference can be spent on a 32" LCD LED TV (if you don't have one already). You can play and work on CRT, you can watch stuff on a MUCH bigger display than 24" via HDMI. I have a setup like that (with 40") and it's really nice.

I really encourage you to think about this without prejudice.

If you are happy with new signed drivers twice a year go with AMD :P
Nvidia has a lot better ecosystem: monthly drivers, gsync, low wattage, extra in game eye candy, though they are more expensive for same performance. For me Nvidia is worth it for the extra features.

Shadow play alone is worth it for me before you even add on all the extras you listed. AMD version of the program last i checked was garbage.

I'm a Radeon fan for a long time now. I had WAY LESS problems with ATi (AMD) cards than with nVidias in the last 20 years. Had countless rigs and for almost 6 years, I even made business with used / new parts, so quite a few VGAs went through my hands (and my PCs). I'll just stick with Radeon.

A sidenote for RAM: OCZ and Buffalo Firestix are nice too, but I'm just an old-school guy so I'll stay with Mushkin (or G.Skill).

A sidenote for HDDs: for >storage<, it's better to have a 5400 rpm drive. It's cool(l)er, quieter and tend to last longer.
Right now, I would only consider WD Purples as best buys (WD20PURX, WD30PURX, WD40PURX, WD50PURX, WD60PURX). Cache size for a storage disc is pretty much irrelevant, but these got 64 MB, which is way more than enough. And as I mentioned, a minimum of 2 TB.

I read up a lot of information about HDDs (even talked with knowledgeable people on a topic-specific forum, after reading the few thousand related posts beforehand) before I actually went to spend my money,after arriving to Purple as best choice for the amount of money invested in.

Many Greens need a FW update, because the head constantly parking and resuming to work, causing loud noises and effectively shortening the life-span of the disc. Have one, been through that. Even after the update, they are not exactly famous for their reliability. We are talking about 1TB, 1TB+.

Many newer Reds have the same problem, though they are fine after the update.

Regarding the Greens and Reds, you should consider that many buyers won't bother to install a new FW, because they have no idea how to do it even if it's simple as 1x1. Or they might not be aware of the problem itself which is even worse.

Exception are Red Pros, which are considerably more expensive and being 7200 rpm discs, they are not exactly ideal for mass-storage purposes.
5400 is better for that, because you are less likely to work with small files on a mass storage disc and they produce less noise, less heat (which means they tend to last longer) and eat a bit less power.

Blues are meant rather for cheap system-HDDs for the average consumer, being 7200 rpm discs as well. Same with Blacks, though they are more reliable and cost a bit more. If you don't have enough money for an SSD + a HDD of decent size, you cannot go wrong with Blacks.

Velociraptors are too expensive, you can just go with an SSD instead.

The rest (server- and RAID-grade stuff) is pretty expensive for a home build, if you look at the $/GB ratio.

The golden middle-road is the Purple, being 5400rpm, designed for 24/7 use with (the bare minimum of) 3-year warranty, needing no further tweaking.

Yeah if u dont have any secondary storage then SSD+WD Blue seems best. Otherwise I would still go with greens/reds, maybe a pro version for 5 years warrenty? I dont know. What I do know is that the purples do not have error correction so data errors = data lost I believe. And thats the last thing I want on a storage disk :p

Could you quickly explain why only intel for SSDs? I thought Samsung was the big player with those.

840 and 850 Evo series are pretty good contenders since they are fast, cheap and has good warranty; lower budget best buy.
Intel though seems to be more reliable (than basically any other brand) in the long run, so if I would build a rig for a fortune like OP, I'd sure go for the more quality parts even if it means that the "capability" of the machine will perceived less - in this case, a smaller 530 (or 730) series of Intel SSD.

If you are on a lower budget (or you want to maximize the specs of the rig - eg. a slightly better CPU / VGA / bigger HDD / more RAM from that 50-60 bucks you save on the SSD), Samsung 840s and 850s can be clearly a valid option. It's just me that I would rather sacrifice those for getting the sure choice.

For future proof make sure you will have 4 cores at least + HT with an intel CPU, so not an i5 again.
If you don't plan to invest thousands for high end SLI, you don't need 850w PSU.
700w, but even this would be over the top imho.
Then 2x ~250GB SSD, or 1x 250 + 1x even bigger.
Nvidia GTX970, choosen the one which is the most silent under load, the performance differences are neglible(MSI twin frozer might be the one).

My problem is not a drop.

More like a millisecond stutter (0fps) But is very visible if you run high fps.

Have you checked that this isn't DPC latency instead of your graphics card. I had a similar issue a while ago and it turned out to be DPC.

I replaced it with my old 660ti right after, no problems.

So it's not the rig.

the thing is, you are more than fine with a 970. yes nvidia made a mess advertising the way they did, but no it is not a problem with real world use. if you for some reason want to run on crazy high resolutions on a single or dual 970, dont buy a 970. get a 980 for very high resolutions or a 980 for sli.

the 970 is best suited as a single card for higher fps 1080p to 1440p gaming, as its one of the more powerful cards in that segment.

Make sure you have plenty of RAM. Get the best graphics card you can afford. You likely not going to be able to tell the difference between and i5 and an i7 in games. Save the money get an i5 and get a better graphics card.

Your SQL stuff however will probably tell the difference between the i5 and the 7, but your doing fine with that now.

Not sure id worry about building it for streaming. Most people that stream regularly actually use a separate computer but everything runs like crap when the steaming software they use is running.

Well it was either this or the Noctis 450 Chassis. But I ended up going for this because of the noise dampening and the dust protection filters from the front and bottom (I have a dog you see, sheds everywhere). Also this was about £20 cheaper.
