extraQL 2.12 creates an ibounce_on.cfg file in your QL/steam-id/baseq3 folde, which sets up aliases +hook and +rock for "almost-off-hand-hook" and instant rockets. It's meant for my InstaBounce game mode, which is Instagib + Bounce Rockets (no damage) + Hook. You can use the rockets to bounce your opponents and kill them with a rail-combo.
With instagib it's easy to always switch back to railgun (7).
