i think in this case the bear is just serving as a pseudo-analyzer of the music. if you want to programm it yourself you should use any shading language and do an fft on the music and use the data to adjust parameters of the object.

i'm not into 3D but any 3d animation programm or modelling-software could do the pseudo-effect i think. you might want to look into after effects and touchdesigner.

in zgameeditor external editor, you first make a static back ground pak with no fancy effects

the other 3 paks, you do the effects and analyzer, just using the default fl studio pak`s, you cannot have a static bmp for a background, they all have the same kind of tunnel effect

you can layer 2 more packs ontop of your static background

the background has a image pak, but that need to be in the clear droplist, then overlay 2 more and use the alpha

if you set image for background, and then use polar for foreground you can get something like
