I honestly don't see the point in these "speed runs" where half the time or more they're just glitched outside of the map.

Exploiting these glitches is apparently the "beauty" of it.

because it requires immense skill to pull off certain tough glitches under pressure, there is a very skilled art to it.

A world was written by one or more developers with certain laws/rules of physics. Get from the start to the end as fast as you can.

[edit] Spoke with the premier HL2 runner. I'm not a fan of the save/load exploit. And the only tool assist is auto-jump

Did you check how they did it? It's real ugly :( Spamming a quick load/quick save script 75% of the time and then editing the video to cut out the loading frames and make it look smooth. At this stage I don't even consider that to be a speedrun anymore.
