I don't know where abouts in Cape Town you lived but 3 times in the span of how many years?

From about 1996 to about 2010 we've had at least 10 counts of water restrictions, especially in the Stellenbosch / Paarl area. Not heavy and not as bad as it is right now.

You can take in to account that the last 3 years is a record for long term drought, it's the worst Cape Town has ever seen and I've been there all my life.

Regarding the the funding for desalination plants, there are been numerous massive amounts of money given to SA over the years to improve infrastructure but we all know what happens to large sums like that.

Now that it's gotten this bad, the outside help from different investors and countries will make a difference because they can use that as a sustainable means to profit in South Africa, so inevitably it HAD to get this bad before anyone saw an investment opportunity.
