I have no idea what this means. It's definitely chinese characters (Han4 zi4) :-)
First character is hang2 or xing2. First and second characters could be pronounced hang2 jia which translates to "specialist" or "expert". I may be wrong here. :-)
Third character is wo3. I recognised this character straight away, it's drawn perfectly with, afaik, all its strokes. Wo3 means "I" or "me". :-)
Sixth character might be zun1 which may mean "to honour" or "to follow". This character on its own is probably meaningless in this context.
Seventh character could be pronounced yue4 which means "to over step a boundary" of some kind. If this is yue4, it's poorly drawn. Again, could be meaningless. :-)
I get a feeling this tattoo means something along the lines of 'I own you/I'm a metaphorical god' :-)
I tried to figure all these characters using the radical index in my character dictionary but I failed on most. Either I'm still very inexperienced (crap) at recognising radicals or they're very poorly drawn.
My girlfriend is Chinese; I'm gonna ask her what this means. If I don't find out it'll kill me. I'll post the chinese meaning and translation (if it can be done) and I'll also let that poor guy know if the characters are written good or not i.e. They are missing strokes. heh :-)

wo3, written good
jing1, there is one stroke missing in the middle
shen2, ok
zun1, not even sure it's zun1, apparently written very poorly :-)
fu4, character is wrong
chuang4, it's ok written but hardly perfect
They're random characters; together they mean nothing. A meaningless tattoo that's written not so good. Suppose us ignorant westerners wouldn't know any better. Did this guy go to a tattoo shop and just pick random characters and get em scared onto himself? Each to their own, I guess. Hope he's happy with it, I personally wouldn't be. :-)
haha no disrespect but I seriously hate all these chinese letter tats on people who don't even know it. They're the new tribal tattoos but they're worse than that as they try to mean something but as in this case fails horribly/
