that is a terrible idea. the reason I have a "computer" is because it is a computer. that means that it is capable of doing many, many things. if I wanted some stupid niche console to do that then it would be a computer. you're basically mandating that people buy whatever console the corporations are pushing out every quarter period to play the latest game, which is worse than just being able to play whatever I want and also have any applications that I want on my computer.

But you always have to buy new hardware for the pc.
A console stays for about 3-4 years.
IRC, Web, Standard Applications can still be done by a very cheap and ordinary system.

in fact, I never have and never would buy an xbox partially for that reason. the success of consoles has come from the fact that they are dedicated machines: they are designed to ONLY function for these certain game cartridges, with no pathetic overhead. if you add more functionality, all you introduce is more problems. the fact that Microsoft is so clever that they can afford to pay $500 for every xbox you buy is a cop-out and has jack shit to do with the state of computer technology.

for the single player, daryl. nothing beats q3 when it comes to multiplayer in my book, but im missing some decent sp games because of my shitty system - eg halflife 2, doom 3, painkiller, far cry, vampire: bloodlines, thief:deadly shadows, pariah, all 3 splinter cells, prince of persias... you might call them shitty but I'd still like to play them. buying a new system this summer; high-end is expensive, but still better than a console from m$.

If you're a sad fuck who can only use the pc for gaming, sure the console might be an alternative choice in the future. Otherwise no.
