"happening town" is an english phrase; the downplay of a city's magnitude suggests that it's much greater than implied. NYC is often referred to as a "happening town" or a "lively rock". everyone knows that manhattan island is more than a mere rock, moreover an exaggerrating reference such as this is a term of endearment.
