Try running it in compatibility mode. To turn on compatibility mode, right click on quake3.exe and go to properties. Select the Compatibility tab (2nd from the left).
Windows XP (Service Pack 2) or Windows XP (Service Pack 3)
Check the following (Last 3):
Disable Visual Themes
Disable Desktop Composition
Disable Display Scaling on High DPI Settings
I also recommend checking run as Admin.
I'm dual booting windows 7 on my mac pro for quake 3. These are the settings I use and it works perfectly for me. I've also noticed there's weird write permissions set in the Program Files and Program Files (x86) folders so I have my Q3 installed directly on my desktop (anywhere outside of those folders is fine though).
I think it's best that we don't speak ever AL|EN. There is a serious communications barrier. Your English rarely makes sense and I have no interest in learning your language at this point in my life.
Sorry we're not all computer programmers who are clearly biased against the Program Files folder. It happens to be the default install location for pretty much everything so I'm going to go ahead and say that there is most likely more people who install it there than people who don't. All there is to it.
