Generally good, not sure about:

add: cg_simpleItems can vary from 0.1 to 2.0 as a multiplier size of an item icons.
For exmaple, cg_simpleItems 1.5 will increase the size of icons to 50%

While simple icons should try to match the standard 3D items for information and view angles as much as possible allowing customisation of this is not a good idea as information is a fundamental part of the game.

imo RA and others in "real life" are way bigger then simple items and I think that cvar tries to compensate for that. 2.0 maybe a little too much though, didn't measure.
From PG entrance on dm6 you can't see RA with cg_simpleitems 1 but you can with 0 (at least in QL where I first realized it).

Simple items have always been small i did a bunch of screenshots proving this years ago

I agree with this one, should be capped so the size could not superseed the original size of 3d icons.

dunno what causes it but strafe jumping is faster in promode 1, jumping to ra on cpm4 is alot harder in cq3

'black' color issue is due to 'y' color being displayed as black/gray one while in older versions of CPMA it was displayed as bright white (so I guess you had white enemies and white crosshair :P). As far as I know the only fix for this will be coming with next version of cnq3 to work in pair with new CPMA version.
It's not a big deal though since you can just change your 'y' colors for '7' and have them white again.
