It allows users to report posts for administrative action.

Hard to test unless we know what rules are now going to be enforced.

You won't be tested, the site will. The rules have already been imposed upon the site.

I wasn't talking about the users, but how you would know what to report when testing it - or would you just report anything to make sure it works?
