I didn't really bother with this because it's pretty plain to anyone reading that you don't have a good enough basis to make any good judgements on this subject. But against good judgement I'm going to try and understand your opinion. I have gone out with 3 or 4 eastern europeans (i suppose you could say central europeans), stayed for extended times in poland, slovakia and the czech republic and lived with polish housemates for a couple of years in duration, and they've all been some of the cleanest, neatest people I know.

Meanwhile I've stayed with many english, australians, italians, spanish, etc. and they've been disgusting.

Australians were the absolute worst, but I will make a concession that most of the people I stayed with were young students and it's probably more about them being young and not caring than them being australian.

I suppose the question to ask is what constitutes poor hygiene for you?

Girls in my town are quite obsessed with hygiene, and they for sure wear better dressings than most of Western Europe girls, but I do not consider this an advantage. Whores are very careful with their aspect and their hygiene. They are usually easy to get and quite stupid (of course these two must be related). Even those who like to study and read a lot are easy to impress, once you got a nice car, or you come from Western Europe or some exotic place (someone use to call intellectual girls over here "stupid which possesses high esteem").
I would not bother to create a family with one over here if I'd be from other parts of Europe, because the risk that lays at genetic level to have same sort of kids -daughters -is very high.
