And what makes you think he won't go to bayern this summer? The thing is dortmund is a incorporated company so it'll be hard to deny a really high offer when he is going for free next year. And right now lewa is the best striker there is, doubt dortmund can hold him.
What makes u think he'll get more in England? Yeah Chelsea and City might pay more but both aren't really appealing teams. Maybe Chelsea as they get Mourinho back but City, lol? And ManUtd has Rooney, don't really need a 2nd world class striker.
Except for Tottenham, Liverpool and Arsenal all the top English teams have full offensive rosters, and those three teams would be a downgrade from BVB. At Bayern he would only have to compete with Mandzukic for the starting berth.
The other direction could be Spain, Bayern exposed just how one-dimensional Barcelona has become and they could use a player like Ibra minus his shitty attitude to mix their playstyle a little. Real has no good strikers either, Higuain and Benz are playing worse than ever and they could use a top man up front.
Personally i hope he stays at BVB, they're already a great team, losing Goetze isn't as big of a deal as one would imagine.
e: Actually, PSG could be an option as well, if Ibra leaves. But that's one direction i'd really wouldn't want Lewy to take, their entire project seems even sketchier than what is going on at Chelsea and Man City.

Well, his net worth is way higher than 25 especially after that game yesterday. Hence if there is a 40 million offer he will go this season. I know watzke said differently yesterday but that's like saying Goetze won't ever play for Bayern (I was really suprised :O). Rather sell him for a shit ton of money and invest it decently. Draxler, isco etc. Heck even Neymar would be doable tho he is most likely avoiding harsher leagues and moves to spain )).
And why wouldn't he want to play for Bayern? Top3 club, Bayern takes care about their players more than any other club (remember Ribery? Now he is besides Ronaldo the best winger in the world), Guardiola (Goetze came because of him) etc.
Madrid and Barça are very good vs teams with no defense (like all the 3rdies from the spanish league), Bayern and Borussia both played amazing, great great display of teamwork. I didn't want to see a Final with 2 teams of the same country, but I guess it'll have to happen !

I wonder if those two matches also signify the beginning of the end of Spain's domination on country level as well.
