Aside from lowering your resolution, the following commands will help improve performance on older hardware:

Helps slightly for online matches.

I'm playing at 640x400... Gives me stable 125 fps on my ultrabook with 144hz monitor. It's a bit too low for 24" monitor but by increasing the fov and removing the hud (cl_show_hud 0) it becomes playable.
